Rachel Taow

Process Modernization Lead

Rachel Taow is the process modernization lead for GAIN. She develops and implements strategies to modernize private-public partnerships that provide industry with efficient access to U.S. Department of Energy’s (DOE) national laboratory resources.

Rachel’s achievements include contributing to the recommendation and adoption of infrastructure legislation passed in 2021, which contained a statutory extension for protecting data developed under private-public research agreements from five years to 30 years. She also spearheaded a new agreement model to facilitate multi-laboratory private-public partnerships. Additionally, she contributed to the recommendation and adoption of a DOE advanced patent class waiver.

She cultivated her passion for nuclear energy while leading proposal efforts for research and development grants at her alma mater, Idaho State University. As a current law student, she participates in a new hybrid online Intellectual Property JD program at University of New Hampshire Franklin Pierce School of Law. Prior to her career in government contracting, she served in the U.S. Army for nine years as a Persian Farsi linguist and Intelligence Analyst. Rachel is the mother of an autistic teenager, loves exploring Idaho’s beautiful hot springs and enjoys taking her family biking, kayaking, hiking and camping.
